Lowe <br />Dear Mr. Erickson: <br />I':?ENVEFZ OFFICE <br />PU6LIC FILE COPI~' <br />FILE: ~-47-oe9 <br />SITE: s-~~ ~~~eQP,r <br />8 December 1997 <br />~E' <br />CD <br />~ rgg~ <br />e~ <br />ra ~h~o <br />~ e <br />cee~~ <br />Y <br />In reference to Mr. Lowe's comment letter of 3 November 1997, we have the following <br />comments to clarify the situation. <br />Mr. Lowe's concern regarding environmental impacts of the Stone Gravel Pit mining <br />operation upon the surrounding lands has been given careful consideration in the <br />planning phase of the mining proposal. The dust and noise are a part of that <br />consideration. The site's remoteness from large population areas and indeed from the <br />nearest neighboring residences is one of it's most attractive attributes. Noise and dust are <br />carefully controlled by the Colorado State Department of Health and Environment -Air <br />Pollution Control Division. Separate site and equipment permits are required by state <br />statute. Each have carefully controlled parameters for operation within the proper health <br />standards, both for the personnel involved in the activity operation and for the <br />surrounding neighborhood. <br />The requirement for this mined land reclamation is another careful consideration for the <br />environmental impacts. I need not burden you with a listing of the many environmental <br />facets of the Mined Land Reclamation Law. Mr. Lowe appears to be uninformed <br />however of the careful consideration that must go into planning the following: <br />Staged operations to minimize disturbance at any one tithe. <br />Stormwater control measures to prevent water runoff contamination. <br />Subsoil handling and replacement. <br />Topsoil salvage, stockpiling, and re-use. <br />Finish grading and re-vegetation, with added fertilized, mulch, and obnoxious <br />weed control. <br />Soil, vegetation, water, climate, and wildlife evaluations. <br />Ownerships, easements, leases, access, water supply, and structural impacts <br />
