Erickson: 0~~~2n~i9Fi~IdGSi;A
ODrie~an o; t: ins rls C Geology
As follow-up of our letters of October 27 and November 21, 1997,
and in preparation for your presentation at the hearing of the
Mined Land Reclamation Board, we respectfully submit the
following final recommendations be incorporated into the
reclamation permit and made part of the public record. Please
note that one additional stipulation to those previously
submitted is recommended which appears as No. 6 in the following.
1. Fencing and Public Access - We are concerned that other
surface uses can occur on the public land over and beyond Dir.
Stone's mineral interest. In subsequent discussions and letters
with DDSG and the mineral owner this issue has been answered to
our satisfaction. The mineral owner will control vehicle access
to the pit and mineral processing areas with a gate, but the
public access to public land (BLM road ;# 4520) and private land
will remain open. There will be no boundary fence around the
perimeter of Dir. Stone's mineral ownership. Reclamation fencing
to protect the site will be temporary in nature and encompass a
considerably smaller area.
2. Noxious Weed Control - The possibility of noxious weed
invasion and spread is obvious at a gravel pit - both during
operations and from reclamation procedures. (I•ir. Stone has
stated to our office that he will spray for weeds as needed.) It
is understood that noxious weed control is a mutual commitment
between BLM and the mineral owner to control noxious weeds both
on disturbed sites and surrounding public land.
3. Access Road from County Road 21 - Dir. Stone stated that he
would build up the access road from County Road 21 with pit run
material to reduce further degradation to public land.
,~ ~
~ ^
n xrn rut~~u n.
4. Topsoil Material Restriction - No topsoil material will be
used for road construction or other site work. Dir. Stone stated
