traffic control devices will be determined by the Forest Engineer representative. <br />Depending on the location of the drill rigs during the first rivo rifle seasons, additional <br />temporary gates may need to be installed to prevent public access to active drill pads. <br />Additional security and public safety measures may be considered and approved or <br />directed by the District Ranger. <br />20. A traffic counter will be installed as soon as possible at the junction of 711.2B and <br />West Flatiron Roads (at the present temporary gate locations) to record vehicle and ATV <br />passes. The counter will be monitored and data recorded on a weekly basis. The Forest <br />Service Engineer representative will provide specifications to MCC on installation of this <br />traffic counter. This traffic counter will be used to monitor traffic associated with drilling <br />activities and hunting. <br />21. A limited operating period from Mazch 1 through July 31 will be imposed in <br />areas one quarter mile of goshawk nests determined to be active on any activities if they <br />would cause nesting failure or abandonment. The boundaries of the Limited Operating <br />Period (LOP) will be detennined by the District Wildlife Biologist. <br />22. No activities shall be allowed within one mile of an active bald eagle or peregrine <br />falcon nest from February 1 to July 31 if they would cause abandonment. <br />23. The new temporary access road onto the north hillside of Long Draw will be closed <br />yearlong to the public with a closure gate. <br />24. Water to be used for drilling operations over Panel I S will be staged in tanks at a <br />previously used drill pad. Water will then be transported through high pressure hose to <br />the active drill sites. If mobile water carriers aze needed, MCC will notify the Forest <br />Service 48 hours in advance of mobilizing that equipment to the project azea. <br />25. The final alignment of the new temporary road and drill pad locations will be <br />approved in the field by the Forest Service prior to ground disturbance. <br />26. To minimize effects to wintering elk, FR 711 will be closed to vehiculaz use other <br />than for the purposes of MCC drilling activities and administration, and other <br />administrative use from Dec. 1 through April 30. This closure will be at the closure gate <br />on FR 711 at the corrals. <br />27. To minimize conflicts with hunters, traffic will be limited on roads accessing the drill <br />sites one hour before sunrise, and two hours after sunset. <br />
