<br />EXHIBIT D - MINING PLAN NARRATIVE <br />(Revised 01/06/95) <br />The permit area is 180+ acres in size and will be excavated to <br />provide sand and gravel. The depth of the resource is <br />approximately 30'. Other properties in the area have been mined for <br />sand and gravel, mostly by Cooley. This operation is the next <br />logical continuation of the mining by Cooley in the area. <br />Cooley is presently mining the property across 88th Avenue under <br />permit M-89-066. That permit was amended to include construction <br />of the conveyor line from that property across this one north to <br />the main processing plant. This mining of property south of 88th <br />Avenue is nearing completion, and this operation will proceed to <br />the north. This operation is expected to be undertaken within one <br />year, and will last from five to ten years. <br />The end use for most of the property will be a water storage GHA~~fG <br />reservoir enclosed within a slurry wall (Part of Area 2A and all of A ~~ ~+~ <br />Area 2B). Within the slurry wall, the active mining area will be ~~5~~"~At <br />dewatered prior to mining, and temporary dikes may be installed as <br />necessary to ease pumping the active area dry from rainfall. ~f~ <br />r ~"~ <br />The portions of the property (Areas 1 and 2C1, that are not within ~~~~~~1~01~ <br />the slurry wall, will not be sealed off from surrounding ~ <br />groundwater. The areas not enclosed by the slurry wall will be <br />mined wet. The appropriate permission from the Colorado Division <br />of Water Resources and/or Water Court will be obtained for a <br />temporary augmentation plan for evaporative losses. pnl~E~ <br />~ ~ <br />Area 1 and parts of Area 2C will be backfilled with sand spoils 0`yf~„i^'(~0'~ <br />from material generated on site. If any permanent lake is left on ~ <br />pa- rf o rea 2C, a permanent augmentation plan will be prepared and 2 <br />followed in accordance with approval from the Colorado Division of ~3 <br />Water Resources and/or Water Court. <br />Water discharge from areas within the slurry wall will be pumped to <br />either two small lakes along 88th Avenue that Cooley also owns, <br />into the South Platte River, or into the Bull Seep. Cooley has a <br />current active and approved NPDES discharge permit for discharge <br />into the South Platte River, and as Cooley has done in the past, <br />the existing NPDES permit discharge points will be amended through <br />approval of the Water Quality Control Division for discharge into <br />either of these lakes, the South Platte River, and/or the Bull Seep <br />prior to any discharge occurring. If discharge to the Bull Seep is <br />utilized, permission from the owner of the Bull Seep Ditch (Fulton <br />Ditch Company) will also be obtained. In the event the water ~}'J <br />Quality Control Division will not allow the existing NPDES permit 7 <br />to anv discharge o <br />
