2 <br />INTRODOCTION <br />Basin Resources, Inc. (Basin) of Weston, Colorado contracted <br />Powers Elevation Co., Inc. (Powers) to complete a cultural <br />resources inventory of 14 drill hole locations and five access <br />roads within the boundaries of the Golden Eagle Mine's permit <br />area. The project area encompasses approximately 50 acres and is <br />located a few miles west of the town of Weston, in Las Animas <br />County, Colorado. Basin is mandated by federal laws and <br />regulations, such as the National Historic Preservation Act of <br />1966, as amended, and 36 CFR:800, to identify and evaluate all <br />extant cultural resources according to the National Register of <br />Historic Places (NRHP) criteria, and to mitigate any adverse <br />effects from its drilling operations upon eligible sites. <br />The project area is located in the southern foothills of the <br />Front Range west of the towns of Trinidad and Weston. <br />Specifically, the 14 drill holes locations and 1.7 miles of <br />access road are located in T.33S., R.67W., Sections 16, 17, 20, <br />21, 29, 32, 33, 34, and T.34S., R.67W., Section 3. The drill <br />f~' locations and access roads are depicted on copies of the Vigil <br />.(1971) and Tercio (1971), 7.5' U.S.G.S. topographic quadrangle <br />maps (Figure 1). <br />Construction at each of the drill locations should not disturb an <br />area larger than 100 X 100 ft and the access roads will be about <br />~ 25 ft wide. <br />Fieldwork was conducted under Colorado State permit number 94-1 <br />on May 18 and 19, 1994. Cheryl Harrison served as the project <br />archaeologist and was assisted by Carol Meoni. Marcia J. Tate <br />served as principal investigator. Field notes are on file in the <br />Powers corporate offices. No artifacts were collected. <br />This report is largely excerpted from a report that documents the <br />results of a Class I inventory of the Golden Eagle Mine Plan that <br />was conducted for the Wyoming Fuel Company (WFC), by Powers <br />(Tucker 1993). <br />EN7IRONMSNT <br />The project area is located in the Park Plateau subdivision of <br />the Raton section, Great Plains physiographic province (Fenneman <br />1931). in general, this section is characterized by high mesas, <br />extensive dissected plateaus, deep canyons, and volcanic <br />mountains of various ages (Fenneman 1931). The Park Plateau <br />straddles the Colorado-New Mexico border, extending 60 miles <br />. northward to Huerfano Park and 30 miles southward to Ute Park on <br />the upper Cimarron River (Fenneman 1931).
