• <br />C~ <br />Carr Gravel - 2 - July 19, 1988 - <br />5: The runoff channels cut through the berm are designed to allow all <br />surface runoff from the pit area to return to the river. In order to <br />allow settling of sediment, as described, some ponding of water will be <br />necessary: Will these sediment traps be over one foot deep? Will the <br />outlets be designed so that all runoff can drain even with some <br />detention, or will the ponded water infiltrate or evaporate? <br />6. The table of disturbance on page D-3 shows 21.3 acres of facilities area, <br />80 acres of land in the revegetation stage, and the remainder (7.5) being <br />stripped, pit or regraded. If topsoil is to be segregated and stripped <br />separately from overburden, and each will be live handled, then 1.5 acres <br />of topsoil stripping has not been included in the calculation. In order <br />to balance the areas, 1.5 acres of topsoil stripping should be added to <br />major disturbance in the table and also addressed in Exhibit L: <br />Reclamation Plan - Exhibit D <br />7. Some of the runoff channels cut through the berm will not function <br />because of their position when the full extent of the pits are <br />developed. Will these be left or backfilled and graded upon final <br />reclamation? <br />8: On page E-1; respreading of the 12 to 20 inch overburden layer, and <br />subsequent respreading of the 4 to 12 inch surface soil layer (topsoil) <br />is described. Will dozers b_e used in either operation or will scrapers <br />be able to produce finished surfaces? If so; what measures will be used <br />to reduce compaction? <br />9. On page E-2, the final reclaimed land use for the property is stated as <br />pasture: On the application form, the final land use is noted as <br />rangeland. Please clarify. <br />10: Mulch is included on the estimate of reclamation costs in Exhibit L, but <br />no mention of mulching is included in the reclamation plan. What type of <br />mulch and mulching rate will be applied? Will crimping or other <br />treatments to anchor the mulch be required? <br />11: The seed mixture as proposed includes only cool-season grasses. No <br />legume or any shrubs were proposed. A shrub will provide winter <br />nutrition for grazing livestock and also will provide wildlife habitat. <br />A legume should be a standard component to boost soil-nutrient reserves. <br />In order to establish a vigorous native-type grass community, as stated <br />on page E-3, the following seed mixture included as Table 1 is proposed <br />for the site: <br />
