Transportation Facilities <br />Haulage Roads: There is one existing haul road - HGLF-HR1 - which will not <br />change from its current configuration (see Exhibit 12-2, [Revision 5, dated <br />8/997, for the existing road alignment). However, CDMG noted in their <br />Adequacy Review Comments, dated May 12, 2006, that there is a road that <br />extends north and westerly in a looping direction from the existing Truck <br />Dump Hopper back to HGLF-HR1. Field reconnaissance confirmed this road, <br />which has been designated HGLF-HR1A. The alignment for this road is <br />presented on Exhibit 12-2 (Revision 13, dated 06/06) and on Appendix 12-SB, <br />Haul Road HGLF-HR1A Plan and Profile. <br />A certification statement prepared by H-G Coal Company in 1986 certifies that HGLF- <br />HRl was constructed in accordance with CMLRD (the previous name of CDMG) regulations. <br /> A copy of the certification statement is presented in Appendix 12-5, Haul Road <br /> Certifications. Figure 12-1, Typical Sections for Haul Roads, which shows typical <br /> design cross-se ction configuration, was originally included in the H-G Coal Company <br /> permit package (Permit C-60-003; Volume II, Exhibit J) and pertains to HGLF-HR1. <br /> <br /> HGTI conducted a survey of haul roads HGLF-HR1 and HGLF-HR1A in 2005. Survey data <br />were used to develop a profile of the existing conditions. The profiles are <br />presented in Appendix 12-5 as Appendix 12-SA, Haul Road HGLF-HR1 Plan and Profile and <br />Appendix 12-SB, Haul Road HGLF-HR1A Plan and Profile. These exhibits have been <br />prepared in accordance with Rule 9.03.1(1)(d)(ii), which allows a relevant showing in <br />lieu of certification of design and construction for roads constructed prior to <br />August 1994. As such, the certification on these exhibits only pertains to the <br />existing conditions. HGTI assumes that between the 1986 certification statement, as <br />well as the lack of CpMG concern or issue documented in any monthly compliance <br />inspection report or other permit review since 1992 demonstrates that the haul roads <br />are in compliance with the performance standards of Rule 9.03.1. <br />As noted above, there also is a proposed haul road - HGLF-HR2. There has <br />always been a proposed HGLF-HR2, however, with the TR-06 modification the <br />road alignment changed. For completeness purposes, HGLF-HR2 is discussed in <br />this attachment because the original alignment is shown on Exhibit 12-1 <br />(Revision 9, dated 8/99) and Exhibit 12-2 (Revision 5, dated 8/99). The <br />original design is presented on Exhibit 12-5, Haul Road HGLF-HR2 (Revision 0, <br />2/3/93). The original design included ditches on both sides of the road - <br />TR-07 3 Revised 06/06 <br />
