~. ~ • REMARKS: The existing pit had been operated by the Bureau of Reclamation from 1985 through 1989, reclamation was completed by Saguache County. Skoglund Excavation Inc., has applied for a mining and reclamation permit through the Colorado Division of Minerals and Geology (CDMG) and will assume responsibility for operations and maintenance of structures and features associated with mining operations at the pit The Colorado Division of Minerals and Geology in cooperation with the BLM will hold a reclamation bond on subject property to assure adequate reclamation of the mining site. All materials removed from the pit during mining operations will require that royalty fees, at the appraised price, be paid to the Bureau of Land Management in advance to removal of materials. Haul tickets or other manner of record will be provided to the BLM on a quarterly basis. Proposed operator has provided, as required, a 30 day notice to the general public, adjacent land owners, and Saguache County an opportunity to respond to the proposed action. To date operator, CDMG or the BLM have not received any adverse or otherwise, comments regarding the proposed action. Attachments to this ADR are as follows: Public notice of proposed action. Archaeological consultation. Original EA (CO-050-SL-86-02) analysis of the gravel pit mining operation. COMPLIANCE PLAN: The area BLM/FS Geologist will be the compliance officer for the BLM and will conduct inspections on a bimonthly basis to assure compliance to operators mining plan and reclamation plan. The approved mitigation measures result in a finding of no significant impact on the human environment. Therefore, an environmental impact statement is not necessary to further analyze the environmental effects of the proposed action.
