• O(~AIERSHIP AND RIGHT OF ENTRY <br />The proposed areas subject to this revision request are located within <br />lands rnntrolled by EFCI. The area situates within Corley Caigaany <br />surface and mineral ownership. Right of entry information providing <br />EE'CI access to recover coal reserves is attached as Exhibit 1, Right <br />of Entry Information. <br />The hydrology of the proposed boundary change area ie the same as the <br />adjacent permitted area. EFCI has maintained a system of grand water <br />monitoring wells in the vicinity of the area subject to this request. <br />Further information on the wells and a detailed description of the <br />hydrology is available in Section 2.04.7 of the applicants permit <br />renewal as submitted by ACZ, Inc. on Oct. 31, 1989. Section 2.04.7 of <br />the Permit Renewal Application is incorporated herein by this <br />reference. <br />SOBSIDENCE <br />The effects of subsidence and mitigation mPacnrPa for the proposed <br />permit area addition are the same as the adjacent permitted area. The <br />• proposed permit area, depicted on Exhibit 3, Proposed Incidental <br />Boundary Change Area, is a projection to the surface of the area which <br />may be affected by projected mining. Consistent with the applicant's <br />approved permit application, a 25 degree angle of draw is used to <br />determine the proposed boudary. Projected coal thiclmess is 5.0 to <br />6.0 feet at an average overburden thiclmess of 650 feet. <br />All surface features subject to potential subsidence effects are <br />depicted on Exhibit 3, Proposed Incidental Boundary Change Area. The <br />affected area consists of gently sloping terrain bisected by ephemeral <br />drainages. In addition, rumierous surface mining pits and abandoned <br />~dergraIId m; r,PC exist i.il the upper-most Rex Carbon Seam. <br />The potential effects of subsidence and mitigation measures are the <br />eaioe as those addressed in Section 2.05.6(6)of the approved permit <br />application. There are no surface features or structures subject to <br />subsidence effects within the pivposed revision area.
