III IIIIIIIIIIIIIIII • ~_~~~~~ •
5/~/; EXHIBIT S
PERMANENT MAN-MADE STRUCTURES
The stability of known permanent man-made structures that are in the immediate
vicinity of the proposed Yankee Gulch Sodium Minerals Project (Yankee Gulch Project)
is given below. Known structures located within approximately 200 feet of the project
are shown in Figures C-1a through C-lh. Because the project is located in a rural area,
the list of structures is primarily limited to roads, utility lines, oil and gas wells, and a
few buildings.
S.1 Structures within 200 Feet of the Piceance Site
Lands adjacent to the Piceance Site include BLM land, Colorado Division of Wildlife
land, and private property owned by Marathon Oil Company, none of which contain
any significant structures or developed property. The White River Nahcolite facility,
located approximately 1.5 miles southwest of the Yankee Gulch Project boundary, is the
only other industrial facility near the Piceance Site.
At the Piceance Site, the following structures are located within 200 feet of the site
boundary:
• Marathon property Piceance Creek stream crossing structure (box culvert
crossing)
• Rio Blanco County Road 5 (Piceance Creek Road)
Both of these structures will be used in providing access to the Piceance Site throughout
the construction and operation of the Yankee Gulch Project. Marathon has granted a
long-term license that will allow American Soda to access the Piceance Site across
Marathon property, and American Soda has recently upgraded the stream crossing
structure. Under the terms of the Marathon license, American Soda will be responsible
for long-term maintenance of the stream crossing. The Yankee Gulch Project Piceance
Site mining operations will be operated under a Rio Blanco County Special Use Permit,
and access to Piceance Creek Road will be regulated under a separate Rio Blanco
County Right-of-Way Access Permit governing project roads that intersect county roads
(see Exhibit M). These two structures would not be in close proximity to any mining
activities.
Duck Creek Federal Well 1603, which produces oil and gas and is not associated with
the Yankee Gulch Project, is actually located within the Piceance Site (T1S, R97W, SW
quarter of Section 16). However, it is at least 1,000 feet from the nearest mining panel
and would not be affected by any project-related activities at the Piceance Site. The
subjects of geotechnical stability and potential subsidence related to solution mining at
the Piceance Site are addressed in Exhibit U.
S-1
