OPERATIONS PHASING <br />Tlie overall mining operation has been divided into 8 phases. The mining <br />plan shown on Exhibit "U'shows the site divided into 10 areas. <br />' Roughly the mining will take place in the area whose number corresponds to <br />' the phase number. A detailed description of the mining activities to occur <br />in each phase is as follows: <br />' Phase I: <br />At the commencement of overburden stripping, that material will be <br />1 used to construct a berm along the South and West sides of Area 1 <br />and along the West side of Area 2. This berm will be approximately <br />20 feet wide at the top and have side slopes not to exceed 2 1. <br />The elevation o£ the top of berm will be based on the Standard Project <br />Flood and slope from 4658.5 at the Northwest Corner of Area 2 to 4656.5 <br />at the Southeast Corner of Area 1. This fill will vary from 2 to <br />t 7 feet. The purposes of the berm are several: (1) To provide pro- <br />tection to the operation from flood levels in the river, (2) To <br />' provide noise and visual barriers to the adjoining properties, (3) To <br />allow reclamation to commence on the outer slopes, (4) To provide <br />working and future access to all points along the river. <br />Any additional overburden will be placed on the dike between Area 1 <br />and Area 4. In the initial gravel extractions, an adequate sub-base <br />will be laid along the total Northern property line to construct <br />an all weather access road to 11th Avenue. <br />1 The gravel in Area 1 will be removed down to the water table, and de- <br />' watering operations will begin. The deeper gravel will be then mined. <br /> <br />
