S. and Wetland Delineation <br />Dear Mr. Jacobson: <br />To supplement Oxbow Mining, Inc.'s (OMI) 404 Permit application submitted to you on May 13, <br />1999, and the field visit by Mr. Randy Snyder of your office on June 25, 1999, enclosed is a <br />wetland delineation of the proposed Elk Creek Mine project area. Mr. Stephen Long of Cedar <br />Creek Associates, Inc., along with Mr. Alan Czarnowsky of Sally Edwards, Inc., completed the <br />field delineation for OMI on June 1 B, 1999. Mr. Long prepared the letter report the following <br />week. OMI and its contract surveyor (a RLS) completed a detailed GPS survey and map of the <br />waters of the U. S., the wotland areas, and the sample points that were flagged by (Vtssrs. Long <br />and Czarnowsky. This map is also enclosed. <br />Per the survey and AutoCAD mapping of the flagged areas, the total acreage of the ten (10) <br />small wetland areas is 0.48 acre, and of the waters of the U. S. is 0.8 acre. Based on Mr. <br />Longs estimate that 35°0 of the banks of the Elk Creek drainage are wetland fringe, an <br />additional 0.28 acre (0.8 ac. x 0.35) of wetlands is present. The total wetland acreage of the EIk <br />Creek Mine project area is, therefore, 0.76 acre. <br />Preliminary review of OMI's proposed Elk Creek Mine project designs indicates that from 0.14 to <br />0.18 acre of these delineated, albeit low quality wetland areas may be avoided. For the <br />remaining 0.58 to 0.62 acre of wetland that may be impacted by the project, OMI has identified <br />a site on its nearby property along the North Fork of the Gunnison River that may be developed <br />for mitigation.
