After reviewing the application, and conducting an inspection <br />on June 14, 1988, a number of adequacy concerns have been identified. Of <br />major importance are design of the Coal Creek channel and lowering of the <br />ground water table by removing all or most of the channel alluvium. The <br />following questions and comments are organized according to the format of the <br />appl i cat:i on. <br />Exhibit C -Pre-Mining and Mine Plan Map <br />1. Notre No. 6 states that oil and gas pipelines will be located in the field <br />and lowered. As these facilities are considered permanent man-made <br />structures, a 200 foot setback will be required unless agreements with <br />the owners are developed. Written documentation of these agreements, or <br />revised setbacks on Exhibit C, should be provided accordingly. <br />Exhibit D -Mine Plan <br />2. The locations of mining in the upland area of Section 11 need to be <br />clarified. The plan states mining will not occur on the steeper slopes <br />on each side of the higher ground. What slope gradient is used to define <br />"steeper slopes"? <br />As we discussed during the inspection, the tributary of Coal Creek west <br />of the upland area will be impacted as currently proposed. Two options <br />are available: (1) avoiding this area, and (2) providing an engineering <br />design fora stable channel which protects the hydrologic balance and <br />mitigates off-site impacts. <br />Based on the conditions noted above, a revised mine plan map (Exhibit C) <br />which clearly delineates the area of excavation in Section 11 should be <br />submitted. <br />215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 7eI.
