• <br />addition, [he applicant will need to discuss/demonstrate any hydrologic impacts to adjacent wells, <br />ditches and the South Platte River. <br />4. The mine plan depicts an access road to be constructed to the site off Countv Road 18. Please be <br />aware that construction of an access road is considered "affected area" and needs to be <br />incorporated into [he mining and reclamation plan. Specifically, the road needs to be located on <br />a map, and include specifications to be used in the construction of the road. The road must be <br />included as part of the permitted acreage and the applicant must describe any associated drainage <br />and runoff structures. A reclamation plan and associated reclamation bond estimate must also be <br />included. In addition, surface owners, easement holders and surface owners within 200 feet of <br />the affected land will need to be notified. <br />5. Exhibit C depicts an asphalt batch plant and concrete plant to be used on site. The applicant will <br />need to include a plan to ensure the surface water and groundwater systems will not be impacted <br />by such operations. Please revise the permit accordingly. <br />Rule 6.4.5 Exhibit E- Reclamation Plan <br />6. Please indicate the various stages of reclamation for each of the phases noted on Exhibit C. In <br />particular, please provide an estimated reclamation time frame and size of area to be reclaimed <br />during the various phases. <br />Exhibit F depicts a lateral berm dividing the pit into two water storage reservoirs. This lateral <br />berth appears to be 42 feet wide, and will include the reconstructed Lupton Bottom Ditch, <br />pipeline, maintenance road and overhead utilities. The applicant will need to provide additional <br />detail regarding the constructed berm including; material type, construction methods, compaction <br />methods, gradation and permeability specifications, cross sections, and quality monitoring and <br />assurance plan. In addition, the applicant must provide additional detail as to how the berm will <br />be keyed into the slurry wall. Please address accordingly. <br />8. The applicant states that pipes will be installed to connect the reservoirs to enable separate filling <br />and drawdown. Please locate this structure on the reclamation plan map and provide appropriate <br />construction and cross section designs. <br />Rule 6.4.5 Exhibit E- Reclamation Plan Mao <br />9. Rule 6.4.6(a) requires the reclamation plan map to show the proposed topography of the area <br />with contour lines sufficient to portray slope for all reclaimed lands. Please depict the contour <br />elevations to be established in the water storage reservoirs. <br />Rule 6.4.7 Exhibit G-Water Information <br />10. The applicant proposes to mine within 200 feet of the South Platte River on the southeast portion <br />of the site. Please inform the Division how the South Platte Riverbanks and pit banks will be <br />protected from impacts of the 100-year Flood. Such measures may include a greater mining <br />setback distance, riverbank protection or pitside bank protection. The Technical Review <br />Guidelines for Gravel Minine Activities Within or Adjacent to the 100-Year Floodplains, 1987 <br />by Wright Water Engineers, Inc. provides some guidelines regarding river side and pitside <br />
