If this old stockpile is to be disturbe (e.g., <br />mined out and removed), the area will need to be reclaimed. My su gestion <br />here is perhaps the entire old stockpile should be included in the permit <br />area. If this material is topsoil or other potential plant growth medium, <br />this should be noted. Please clarify this matter. ~ <br />Exhibit E <br />1. Given the severity of the site (probable lack of a true growthmedium, <br />possible aridity due to porosity of substrate, etc.), I am not sat'1gTsfied that <br />final slopes of 2H:1V will have any reasonable chance at establish ent of a <br />vegetation cover (even as sparse as you mention) in final reclamat on. <br />However, given the presence of such a sparse cover now, I agree th t the <br />operator (Schmalz Construction, Ltd.) should commit to such a reve etation <br />plan. If a gentler slope (such as 3H:1V) cannot be committed to i final <br />reclamation, then a firmer commitment to steep slope stabilization techniques <br />should be made. Such a plan could include practices such as conto r furrows, <br />erosion-prevention netting blankets and/or an organized plan for t e creation <br />of small benches or pits.
