<br />EXHIBIT D, Section (d): You have not indicated if any features of the operation will remain after <br />reclamation, which could include the access/haul road illustrated on the Exhibit E-boning Plan Map. <br />Please indicate if the access haul road is intended to be reclaimed at the conclusion of the minim <br />operation and, iF so, how it will be reclaimed. <br />EXHIBIT D. Section (e): You have indicated that a berm will be established along the southwest margin <br />of [he permit area to assist in retaining storm water runoff onsite. You have not, however, indicated if this berm is <br />to be removed as part of the reclamation of the site. <br />Please indicate if the berm planned for the southwest margin of the permit area will be removed or left in <br />place followins reclamation of the site. <br />EXHIBIT E-MINING PLAN MAP. Section (c): The map indicates a berm along the southwest margin of <br />the permit area for retention of storm water runoff. There is, however, no berm or other barrier illustrated along the <br />southeast margin which also appears necessary in order to retain the runoff onsite as planned. if the barrier on the <br />southeast side is to be a highwall, [hen that highwall itself will have [o be sloped For revegetation/stability purposes <br />and should be appropriately illustrated on the map. <br />Please indicate how containment of storm water runoff will be managed along the southeast side of the <br />permit area and provide an appropriately revised Mining Plan Map <br />EXHIBIT E-RECLAMATION PLAN MAP, Section (e): The Exhibit E-Reclamation Plan narrative states <br />that the average thickness of replaced topsoil will be 6 to 8 inches which corresponds to the available thickness of <br />topsoil indicated to be salvaged under the Ezhibit C Mining Plan.. The Exhibit D Reclamation Plan, however, <br />indicates thaC not less that 4 inches nor greater than 12 inches of topsoil will be spread over [he entire mined azea. <br />Please resolve the differences in the application as to the amount of topsail that the County is committing <br />to salvage prior to mining and to spread as part of the reclamation effon. <br />EXHIBIT F: As indicated earlier in this review, i.e. under Exhibit C, Section (j), your proposal to retain all <br />storm water runoff on site may be in conflict with State Statutes administered by the Slate Engineer's Office. <br />Please commit to contacting the State Engineer's Office in [his regard. <br />The decision date [or this application is July 6, 1999. Please respond completely to the above indicated <br />adequacy concerns well enough in advance of that date in order that the Division be able to review your <br />response and consider approval of the application at that time. Approval of the application will not be made <br />until all adequacy issues are satisfied. ff you cannot respond completely by July 6, 1999, please provide a <br />written waiver of your right to a decision on that date in order to avoid denial of the application and to allow <br />the permitting process to be continued.
