with the surface left in a roughened condition. The A and B horizons will then be <br />replaced over the subsoil material. <br />With the exception of small and temporary diversions of overland flow of water <br />around new roads, drill pads, and support facilities (such as staging areas or lay- <br />down areas), no ephemeral, intermittent or perennial stream will be diverted <br />during coal exploration activities. Overlandflow ofwater will be diverted in a <br />manner that (a) controls erosion; (b) to the extent possible using the best <br />technology currently available, prevents additional contributions of suspended <br />solids to stream flow or runoff outside the exploration area; and (c) complies with <br />Colorado Coal Mining Regulation 4.05.3 and all applicable State or Federal <br />requirements. <br />Coal exploration will be conducted in a manner which minimizes disturbance of <br />the prevailing hydrologic balance and which includes the use of sediment control <br />measures such as those listed in Colorado Coal Mining Regulation 4.05.5 or <br />sedimentation ponds which comply with Colorado Coal Mining Regulations <br />4.5.05 and 4.05.9. " <br />`Acid forming materials ", as defined in Colorado Coal Mining Regulation <br />1.04(2), and "toxic forming materials ", as defined in Colorado Coal Mining <br />Regulation 1.04(139), will be handled and disposed of in accordance with <br />Colorado Coal Mining Regulation 4.05.8 and 4.14.3. " <br />9. Section 6.3.2 (Reclamation) is amended to add the following two paragraphs: <br />All facilities and equipment will be removed from the exploration area promptly <br />when they are no longer needed for exploration, except for those facilities and <br />equipment that the Division determines to remain to provide additional <br />environmental quality data, reduce or control the on-or off-site effects of <br />exploration activities, or facilitate future surface coal mining operations by the <br />person conducting the exploration under an approved permit. <br />Revegetation of areas disturbed by coal exploration will be performed by Western <br />Fuels-Colorado or its agent. Revegetation will be carried out in a manner tJzat <br />encourages prompt vegetation cover and recovery of productivity levels <br />compatible with the approved post-exploration land uses of cattle grazing, <br />wildlife habitat, and recreation. All disturbed lands will be seeded or planted to <br />the same seasonal variety native to the disturbed area. The vegetative cover will <br />be capable of stabilizing the soil surface in regards to erosion. <br />10. Section 6.3.2 (Reclamation) is further amended to specify the seed mixture as <br />follows: <br />
