• • MINING PLAN <br />Note 1: Topsoil stockpiles in Phase 1 will be located adjacent to Highway 115. <br />These stockpiles should be cons[ructed so they do not present an unsightly feature when viewed <br />from the highway. The stockpiles should be kept low (not more than 10 to 15 feet high), they <br />should have a reasonably level top, side slopes of about 3:1, and should be immediately seeded. <br />These stockpiles will remain in place until the end of the operation when they will be used as <br />topdressing for the backfilled land. This topsoil stripping and initial mining in Phase 1(ITEMS 8 AND <br />11, ABOVE) may be shifted to the Phase 1 section below. Please refer to the Phase 1 operational plan <br />below for more details. <br />PHASE 1: <br />Phase 1 must be completed as quickly as possible. This is a requirement of the Conditional <br />Use Permit. Phase 1 must also be operated in such a fashion that the appearance of the area is <br />sensitive to the visual impacts on Highway 115. Stockpiling of materials here should be kept to a <br />bare minimum and all operations should be kept as neat and orderly as possible. <br />Of particular importance is the topsoil stockpiling which will be located just inside the <br />permit boundary along the highway. The topsoil stockpile will remain in place until the end of <br />Phase 1. The stockpile should be kept quite uniform in height, have fairly gentle side slopes, and, if <br />possible, a flat crest, although the flattened crest may be narrow. Tall, peaked piles should be <br />strictly avoided except when the stockpile is being initially created. The stockpile should be <br />immediately seeded with a vigorous, drought resistant grass mixture (see Exhibit E). <br />Topsoil Salvage: Topsoil salvage should be careful to avoid mixing very much <br />subsoil into the higher quality upper layers of the soil. Because this soil is primarily from a site that <br />has had a long history of agricultural use, the topsoil is quite fertile and contains very significant <br />amounts of organic matter. To be most effective as a top dressing, blending subsoil into the topsoil <br />would degrade its value as a final growth medium. If possible, the topsoil should be stockpiled along <br />the northern portions of the stockpile location shown on Exhibit C-2A and C-2B. This would <br />reserve the southern portions of the stockpile zone for the temporary storage of subsoil and <br />overburden. <br />Subsoil and Overburden Salvage: Subsoil and overburden, after removal of the <br />topsoil, should be stockpiled separate from the topsoil. This material, as will be described later, will <br />be utilized rather soon so these stockpiles are temporary in nature. Operator discretion may be used <br />as to the location of these temporary overburden stockpiles so long as it is kept separate from <br />Grisenti Farms Gravel Pit Original Application Exhibit D Page D-5 <br />
