<br />Specific Methods of Operation <br />INITIATION OF OPERATION: <br />At the start of the operation, a specific sequence of events must occur. Some of these events <br />may appear to be occurring contrary to the general phase sequence defined above. This is not <br />actually the case. <br />Before mining can occur the site must be prepared for mining. This will involve a <br />considerable amount of work before any gravel is extracted. The general sequence of initiation <br />events is as follows. The order of these events in this list does not necessarily reflect the precise <br />order they will be done. Of course, some events must follow each other because they are <br />dependent, but others may be completed out of sequence because they are more or less independent. <br />Exhibit C-2A shows this Initiation Process. <br />1. Improvements and/or repair of entrance location. <br />2. Establish permit and operation sign at entrance. <br />3. Construct access road around the southern side of Phase 1. <br />4. Construct the bridge to Phase 2. <br />5. Complete access route to plant site. <br />6. Construct processing plant. <br />7. Begin excavation in the western end of PHASE 2 for the sole purpose of constructing <br />wash water and sediment basin ponds. Gravels removed from these excavations may be processed, <br />but no mining will extend beyond that required to create these facilities. <br />8. Strip the Initial Cut in Phase 1 and stockpile those soils in the designated location - <br />(see Note 1, below). <br />9. Establish conveyor system to connect Phase 1 mining with processing plant (the actual <br />layout of the conveyors may differ somewhat from that shown on Exhibit C-2A). <br />10. Establish dewatering outfall facility. <br />11. Initiate mining. <br />12.
