(Revised 3/22/94) <br />EXHIBIT C <br />to that certain <br />Limited Impact Operation (110(2)) <br />Reclamation Permit <br />Application Form <br />WEST END GRAVEL COMPANY <br />MINING PLAN <br />1. Mining will commence April 1, 1994, and continue until <br />March 31, 2004. <br />2. The operation will commence with the removal of the <br />topsoil on each two (2) acre phase to a maximum depth of <br />approximately six inches (6"). The topsail will be placed in <br />a separate topsoil stockpile on the mine site with slopes of <br />3:1 or less. All topsoil removed will be used for reclamation <br />of the site after mining. No topsoil will be removed from the <br />mine site. The stockpile of topsoil will be seeded with crested <br />wheatgrass seed for stabilization. Because of the Iack of <br />nutrients in the topsoil, the stockpiled material will not <br />support the growth of other high nitrogen-consuming grasses. <br />The initial stockpiled topsoil will be used to reclaim the <br />initial area disturbed within twelve (12) months of removal. <br />3. There is no overburden on the mine site. <br />4. The gravel to be mined is between twenty feet (20') <br />and thirty feet (30') in thickness, depending on the location <br />on the site. The maximum highwall height will be thirty feet <br />(30') at the point when gravel is moved from the thickest part <br />of the deposit. The final highwall will be graded to a slope <br />not exceeding 3:1 for stabilization and reclamation. <br />5. Access to the operation site is through existing roads. <br />The only major component on the site will be a crushing and <br />
