Revised 12/21/83 <br />(4) Surface Blasting Requirements <br />• (a) All blasting at the Bourg Mine will be conducted <br /> between sunrise and sunset and according to the <br /> published schedule unless an unavoidable situation <br /> arises which poses a potential safety hazard. If <br /> blasting occurs at night, Walden Coal Company will <br /> submit a complete report to the Division within <br /> three (3) days of the blast. <br />(b) A single long siren will be sounded approximately <br /> three (3) minutes before any blast. Two(2) short <br /> tones from the siren will signal the all clear. A <br /> sign will be placed at the entrance to the Bourg <br /> property which states: Warning! Explosives in <br /> Use". The sign will also contain an explicit <br /> explanation of the above warning system. <br />(c) Access to the blasting area shall be controlled by <br /> _ <br />mine personnel during blasting to ensure that <br /> unauthorized persons or livestock are not <br /> endangered by the blasting activities. <br />(d) Blasts shall be conducted in a manner which will <br /> ensure that airblast will be controlled. Airblast <br /> values will not exceed the values specified in <br /> 4.08.4(6)(a) at any dwelling, public building, <br /> school, church, or commercial or industrial <br />4 structure outside the permit area. <br />(e) Blasting shall not be conducted wihin 500 feet of <br />any building or facility not owned by Walden Coal <br />Company. <br />(f) Each blast will be designed to ensure that flyrock <br />will not be cast beyond the Bourg Mine permit <br />boundary. <br />(g) Blasting will be conducted in such a manner as to <br />prevent injury to persons, damage to facilities <br />outside the permit area, and changes in the course, <br />channel, or availability of groundwater outside the <br />permit area. <br />(h) Walden Coal Company will conduct all of its <br />blasts in accordance with the equation in <br />4.08.4(10)(b)(i) in order to ensure that the peak <br />particle velocity remains below one (1) inch-per- <br />second at any dwelling, public building, school, <br />church, or commercial or industrial building. <br />-6- <br />
