(4) Surface Blasting Requirements
(a) All blasting at the Bourg Mine will be conducted
between sunrise and sunset and according to the
published schedule unless an unavoidable situation
arises which poses a potential safety hazard. If
blasting occurs at night, Walden Coal Company will
submit a complete report to the Division within
three (3) days of the blast.
(b) A single long siren will be sounded approximately
three (3) minutes before any blast. Two short
tones from the siren will signal the all clear. A
sign will be placed at the entrance to the Bourg
property which states: 'Warning! Baplosives in
IIse'. The sign will also contain an explicit
explanation of the above warning system.
(c) Access to the blasting area shall be controlled
by mine personnel during blasting to ensure that
unauthorized persons or livestock are not
endangered by the blasting activities.
(d) Blasts shall be conducted in a manner which will
ensure that airblast will be controlled. Airblast
• values will not exceed the values specified in
4.08.4(6)(a) at any dwelling, public building,
school, church, or commercial or industrial
structure outside the permit area.
(e) Blasting shall not be conducted within 500 feet
of any building or facility not owned by Walden
Coal Company.
(f) Flyrock will not be cast beyond the Bourg Mine
permit boundary.
(g) Blasting will be conducted in such a manner as to
prevent injury to persons, damage to facilities
outside the permit area, and changes in the course,
channel, or availability of groundwater outside the
permit area.
(h) Walden Coal Company will conduct all of its
blasts in accordance with the equation in
4.08.4(10)(b)(i) in order to ensure that the peak
particle velocity remains below one (1) inch-per-
second at any dwelling, public building, school,
church, or commercial or industrial building.
