0
EXHIBIT D - Mining Plan
The Mantle Pit 43 is situated on a dry ridge in the SW'NE4 ,
and the SENE of Section 18 , TSN , R102W of the 6th P .M. , Moffat
County, Colorado . The ground cover is Mountain Big Sagebrush and
native vegetation listed in Exhibit J .
The gravel deposit appears to be of glacial origin and it is
estimated to be at least six feet in depth over an area of
roughly 6 to 7 acres . No information is available about the
depth to bedrock, or if one exists at a mineable depth. Mining
is estimated to begin September 1 , 1998 , and end September 1 ,
2008 .
There are no significant man-made features within 200 feet
of the affected area, and there are no adjacent property owners
within that distance . The Mantle Pit #3 is approximately ,; mile
northeast of Moffat County ' s existing gravel pit permit #M-89-
035 . The present access road will be expanded to service this
permit request . No other major development will be necessary for
access . The access road will be graded and drained, and it will
be left for ranch management purposes at the closure of this
operation. (See Index Map - Exhibit B)
The significant disturbances are limited to mining,
crushing, storing and removal of surface mineable materials on
the permitted area. No off-site facilities are involved.
At the landowner ' s request , Moffat County will construct low
areas within the excavation zone to collect local run-off water
for livestock. If that water becomes substantial , the land owner
will file for the necessary water storage rights . Outside surface
water drainage will be diverted away from the pit area by berms
and channels as necessary to protect sloping embankments from
erosion.
The topsoil depth is from 6" to 10" throughout the
excavation area. This humic material will be stripped and
stockpiled in an inactive portion of the Affected Area, and
protected from local drainage channels , until needed for
reclamation. The topsoil piles will be stabilized by seeding
them with Moffat County' s approved seed-mix and application
formula. Signs will be placed to identify the topsoil and to
caution not to remove .
Moffat County estimates that there will be no excess
overburden in this operation, therefore , no substantial
overburden storage piles are expected.
EXHIBIT o
