Preface <br />• Blue Ribbon Coal Company operated the Blue Ribbon Mine under permit NC-047-81 <br />from the permit approval date, December 9, 1982 through November'20, 1985, <br />when the operation was put into permanent cessation. The "initial stage of <br />reclamation" as described in the Reclamation Plan;on pages 108 - 113i was done <br />in the summer and fall of 1986. <br />At the point of permit renewal the existing application and associated revisions <br />will remain the basis for the permit. With the renewal application minor changes <br />will be made in the legal-financial sections and in the surface and ground <br />water monitoring schedule, page 124. <br />Throughout the permit application there is other outdated information that <br />will not be changed. In the Environmental Resources section of the application <br />surface and ground water information contains monitoring schedules in effect <br />at the time. An updated hydrologic monitoring schedule is given on page 124 <br />and other hydrologic information has been updated in Annual Hydrologic Reports. <br />Another area where information is outdated is the operations information. <br />• This information will remain in the permit and can be interpreted as history. <br />Mining was done on a private coal lease and subleases of portions of federal <br />lease C-033301. All coal leases have been relinquished. <br />Preparation of this permit application was conducted by Blue Ribbon Coal Company <br />with direction from U.S. Fish and Wildlife Service (USFWS), Colorado Division <br />of Wildlife (DOW), Bureau of Land Management (BLM) and Colorado Mined Land <br />Reclamation Division (CMLRD).
