One yd' overburden = 1.3 toot (APCD
Fugitive Particulates Emissions, Appendix C). Therefore, tons of overburden removed during each yeaz =
78,799.?23 tons • (annual surface disturbance/total five-yeaz disturbance).
Emission Factor and Controls
The emission factor for overburden removal is: (0.5 * 0.012 lb/ton)/2000 Ib/ton (A]P~2, Table
8.24-4, dated 9/88). No controls are practicable.
Annual Emissions
As shown on Table 4, the annual emissions will vary from a maximum of 96.21 tons during the
fust year to a minimum of 21.75 tons during the third year.
Overburden Stockpile
Overburden will not be stockpiled. Rather, it will be used to backfill areas as surface mining is
completed in sequential order. Emissions from overburden are included in the emissions from
exposed areas.
Drilling Coal
Process Description
•
C~
To prepare for blasting, an average of 90 holes per days will be drilled to a depth of 2'.0 to 30 feet. •
