As a result, the maximttm annual topsoil stockpile from <br />surface mining operations will be 283,554 tons during the fast and third yeaz. <br />Approximately 558,932 tons from roads and other facilities construction during the first three <br />yeazs will be stockpiled for the lifetime of the mine. Therefore, the maximt~ topsoil stockpile <br />consisting of the fast three years accumulation of topsoil will be 842,486 tons. By yeaz four, the <br />surface mine stockpiles from the fast two years will have been placed back on the reclaimed areas, <br />and the stockpiles from the roads and other facilities will be covered with vegetation. <br />Emission Factor and Controls <br />The emission factor for storage of topsoil is 0.5*0.38 tons/acre/yeaz (APCD Fugitive Particulate <br />Emissions, Section I). <br />The topsoil stockpiles from roads and other facilities will be reclaimed. Mulch and seed will be <br />applied to the stockpile, and successful vegetation should be complete with two years. <br />Afterwards, annual emissions will be reduced by 85% (APCD Fugitive Particulate Emissions, <br />Appendix B). The surface azea of the 842,486-ton topsoil stockpile is interpolated from the factors <br />in APCD, Fugitive Particulate Emissions, Section VIII, to be 19.29 acres. <br />• Annual Emissions <br />Annual uncontrolled topsoil stockpile emissions before reclamation is complete or topsoil is placed <br />back on mined out portions of the surface mine will be: <br />0.5 * 0.38 tons/acre/yeaz * 19.29 acres = 3.67 tons/year <br />Overburden Removal <br />Process Description <br />During the five-year permit term, 60,614,787 cubic yards of overburden will be removed. The <br />overburden material will be moved by a combination of methods which will include dozers, loader <br />and truck, and cast blasting. The assumption of the following analysis is that the annual <br />percentage of overburden material, compazed to the five year total, will be proportional to the <br />annual percentage of surface mining compared to the five year total.
