' ~ Air Prm~ir AppliraNan jor [nrrxvo Cod Comymrv <br />Topsoil Removal <br />Process Description <br />' The total azea of the surface mine over the life of mine will be 901.33 acres requiring a removal <br />of 1,030,484 yd ' of salvageable topsoil. However, during the five-year permit term, <br />approximately 331 acres will be mined requiring the removal of 378,830 yd' (331.3 ac/901.33 <br />ac * 1,030,484 yd r) of salvagable topsoil. The surface mine will be mined from west to east over <br />the life of the mine. During the fast year, approximately 135 acres of vegetation and topsoil will <br />. be removed from the northwest portion of the surface trine azea, and the topsoil will be stockpiled. <br />Clearing and removal of topsoil will begin on the next 30-acre area after the second yeaz, aryl then <br />on the 72-acre area after the third yeaz, and finally on the 93-acre area after the fourth yeaz. The <br />maximum amount of topsoil removal over 135 acres will occur during the first year of the five- <br />year permit term. <br />Topsoil will also be salvaged from haul and access road construction areas. Haul roads from the <br />P-3 portal and the R-1/R-2 portals to the rail loadout facility will be constructed in the first year <br />of operation. The haul road from the P-3 portal will also be used for the surface mitring operation. <br />In addition to the haul roads, a 0.36 mile mine access road from Highway 12 to the rail loadout <br />facility will also be constructed during the first year. The haul road from the P-3 mine will join <br />the R-1/R-2 haul road at a distance 1.14 miles from the P-3 portal. The total haul road length <br />from the R-1/R-2 portal to the rail loadout facility will be 5.31 miles. Therefore, the total length <br />of road construction during the first year will be 6.45 miles of haul roads and the 0.36 mile mine <br />access road. During the fourth year of mining operations, a 3.04 mile long haul road from P-1/P- <br />2 portal to the rail loadout facility will be constructed. Additional, a 3.49 mile public access road <br />will be constructed along the haul road route. The estimated total of topsoil removal for all the <br />roads is 395,953 yd 3. Therefore, approximately 69.1 percent (6.81/9.85) of roads will be built <br />during the first year. The total topsoil removed during the first year will then be approximately <br />273,603 yd 3. An additional 122,350 yd3 will be removed during the fourth year. <br />Other topsoil will be salvaged from the construction of three mine portals, the rail loadout facility, <br />and sedimentation ponds. 22,942 yds ~ of topsoil covering 15.78 acres will be removed for <br />construction of sedimentation ponds. Approximately 1/3 of the sediment ponds will be <br />constructed during the first year, and the remaining 2/3 of the ponds will be constructed over the <br />next years. 138,391 yds' of topsoil covering 33.67 acres will be removed for construction of the <br />portals and loadout facility. During the first year, construction of the loadout facility and portals <br />P-3 and R-1/R-2 will involve the removal of 96,467 yds' covering 23.01 acres. Removal of <br />topsoil associated with the construction of the P-1/P-2 portal will not occur until the fifth yeaz. <br />Table 3 summarizes the topsoil removed mining during the five-year permit term. <br /> <br />,rz.ns,an,uq~ io. wm 14 <br />
