• Air Permit Appliratia~n Jor /ormcvo Cm! fa~mry <br />Light Use Roads <br />Light use roads are constructed to provide infrequent access to multiple locations on the property. <br />At Lorencito Canyon, light use roads range from pre-mine ranch roads to roads constructed for <br />the establishment and maintenance of sediment ponds, exploration drill pads and other auxiliary <br />facilities. Light use roads aze delineated on Figure 2. All existing roads will be maintained in <br />their current condition. New construction is summarized below. <br />Alignments follow existing roads, ridge lines, or the most stable available slopes when possible. <br />Except for crossings, no segments of light use roads aze located in the channel of an ephemeral, <br />intermittent, or perennial stream. <br />Light use road design is appropriate for the specific uses of the road. Grades exceeding 20 percent <br />shall not be longer than 300 feet within any consecutive 100'; grades steeper than 20 percent will <br />not be longer than 1000 feet. The overall grade will be less than ten percent. Light use roads will <br />range in width from 10 to 16 feet. The travel way is insloped (5%), ditched adjacent to cuts, and <br />has culverts or swales when necessary to prevent ponding. <br />Loadout Facility <br />• Approximately 2,500 feet of railroad track will be constructed to the loadout facility from the [Hain <br />line into Lorencito Canyon (Figure 2). Coal will be trucked to the loadout facility from each of <br />the mine areas. The loadout will consist of three end dump azeas. Coal will be loaded into 100 <br />ton railroad cars by front end loader. Units of up to 25 cars will be shuttled to the New Elk Mine <br />for processing and unit train loadout to markets. Facilities will include two 5,000 gallon diesel <br />storage tanks, water tank, and sediment control structures. <br />FUGITIVE DUST SOURCES <br />The fugitive dust emissions, as PM,o, for the Lorencito Canyon Mine aze listed in the order of the <br />Air Pollution Control Division's Air Pollution Emission Notice (APEN) and Control Plan for <br />Fugitive Particulate Emissions. The application is done in this manner because of the combined <br />surface and underground mining facilities. Emission factors have mostly been taken from APCD's <br />Memorandum Fugitive Particulate Emissions dated July 2, 1984. Where specific emission factors <br />were not listed for PM,o, a factor of 0.5 was used to convert TSP factors to PM,o. Table 2 is a <br />summary of fugitive dust emissions. The following sections describe the processes, emission <br />factors, and annual controlled and uncontrolled emissions. <br />lJ <br /> <br />
