• SECTION 2.0 DESCRIPTION OF ROAD <br />The Sylvester Gulch Road upgrade and extension will be utilized by MCC to effectively <br />and efficiently access the Methane Drainage Well (MDW) project. The construction of <br />this all weather road will allow MCC to access the MDW project year-round without <br />compromising other pursuits on the remainder of the forest. The proposed upgrade and <br />extension is approximately 1.29 miles in length. This project will require approximately <br />30,920 cubic yards of fill to be borrowed from MCC's property. The total disturbed <br />acreage for this road is 2.45 acres on MCC property and 3.88 acres on USFS land. <br />The proposed plans for the Sylvester Gulch Road upgrade and extension are presented in <br />Appendix A. These plans include typical sections, detailed design sheets, quantity <br />summaries, proposed roadway plan and profile, proposed drainage plans, proposed trunk <br />line plan and profile, proposed borrow site grading and cross sections at 50 foot intervals. <br />The special provisions for the specifications are presented in Appendix B. The design <br />criteria and project design standazds utilized in the design for both the USFS and CDMG <br />is presented in Table 1.0. <br />Proposed reclamation is detailed on Plan Sheet DT-12. As part of this reclamation, all of <br />the culverts and manholes will be removed, the embankment will be re-graded and <br />covered with topsoil and seeded. Any embankment removed will be hauled to an offsite <br />disposal area (see Sheet DT-12). The rip rap on the embankment slopes will be re-graded <br />• with the embankment. All materials such as geotextiles, slope drains with anchors or silt <br />fence that can not or will not be salvaged, will be disposed of in an approved disposal <br />area. All culverts, trash racks, flap gates and manholes will be removed and salvaged by <br />MCC. The concrete and reinforcing steel from the culvert headwalls will be removed <br />and disposed of off site at an approved location. <br />To maintain the future stability of the channel the sediment control structures will be left <br />in place so they may continue to function for sediment and velocity control. It may be <br />necessary to add additional sediment control structures when the reclamation is <br />completed, this will be determined at that time in consultation with MCC, USFS, DMG <br />and other interested parties. <br /> <br />The natural rock armor of the stream thalweg is a concern through the upper reaches of <br />the roadway, where the channel will be completely covered. Discussions with the USFS <br />took place June 20, 2005 regarding this issue. It was agreed that in those locations where <br />the main channel is piped and covered with fill, we will place a separation geotextile over <br />natural ground, identifying as closely as possible where the existing channel is. When <br />this area is reclaimed, the fill and pipe culvert will be removed to the sepazation fabric. <br />Construction of the roadway will comply with Colorado Division of Minerals and <br />Geology rules requiring removal of vegetation material and topsoil (CDMG Rules, <br />4.03.2(1)(e) and 4.03.2(3)(e)(xi). In the azea of the stream thalweg where the channel is <br />• naturally armored, removal of soil will be limited to only those areas that are determined <br />to be unstable.
