Colorado 80203-2273 <br />Dear Sir: RE: Butcher Pi[ <br />M-95-060 <br /> <br />Enclosed are the recommendations from the Soil Conservation District regarding <br />reclamation and their ideas for operation of this borrow source. <br />We agree to follow their recommendations concerning seed mixtures, (cr[ilizcr, and <br />mulch for reclamation, however we cannot agree [o their recommendations for topsoil <br />salvaging, and other proposed restrictions. They indicate the soil survey (or the soil type <br />indicates 7 inches of topsoil, however a review of the site certainly does not show the <br />existence of topsoil and the amount oC trash distributed at the site would make salvaging <br />clean topsoil impossible. Their restriction on size of disturbance to five acres would also <br />be impracticable since no significant amount of material could be produced from such <br />an area. <br />Since mining has been done in the area in the past and wind erosion from the mined <br />areas has no[ been an obvious problem to date we believe it will not be a serious <br />problem in the Cuture. The fact of [he matter is that the soil in the area is composed of <br />rather large particles [hat are no[ as susceptible [o wind erosion as topsoil and finer soils <br />might be. We will commit to erection of snow fences should such erosion occur. <br />Existing vegetation will not be stripped from a proposed excavation area until just <br />before excavation operations begin. If [he excavation is accomplished in this manner <br />wind erosion should be a minimum. 1[ is unlikely [ha[ material from [he bottom of the <br />excavated area will be eroded by the wind since the excavation itself will provide <br />protection from [he ' <br />wind. <br />From our first dealings with this office of [he Natural Resources Consevation Service it <br />has been obvious that they (eel they should be the permiting authority on this operation. <br />We don't feel that they understand [he Division of Minerals and Geology is the only <br />legal permitting authority in the Stale. <br />Sincerely, <br />John T.
