February 1, 1980
Mined Land Reclamation
Mr. James B. McArdle
Page 3
Exhibit E, Item 2 - All available topsoil and overburden appropriate as
growth medium will be replaced during reclamation. A nominal depth of at
least six inches will be sought subject to material availability.
Exhibit E, Item 3 - Since the settling pond is to remain in place after
'J the operation as a stockpond, it is not anticipated that special reclamation
requirements will be needed. Should it be necessary to seed or otherwise
stabilize the settling pond perimeter to minimize erosion, that will be done.
Exhibit E, Item 4 - All compacted areas which are not to be left in place
at the request of the landowner will be ripped to a depth of six to eight inches
before preparing the seedbed.
~~ Exhibit E, Item 5 - The seedbed will be prepared by discing.
Exhibit E, Item 6 - Although the Soil Conservation Service has indicated
that either broadcast seeding or drilling would be appropriate, no slopes
in this area are inaccessible to a grassdrill, therefore, the seeding application
of preference will be drilling.
Exhibit E, Item 7 - In accordance with your recommendations and a con-
tingency recommendation from the Soil Conservation Service, it appears that
mulching would be appropriate as a part of the reclamation plan.
Exhibit E, Item 8 - No reclamation of the diversion ditch and dams are
contemplated as the landowner has requested that the pond be left in place
for stockwatering purposes.
Exhibit E, Item 9 - The Terry Grazing Association will be asked not
to run cattle on the reclaimed areas in Section 17 or Section 20 until the
groundcover has reestablished itself and the bond has been released.
Exhibit E, Item 10 - In the light of Soil Conservation Service recom-
mendations the quantity of seed proposed in your Item 10 seems excessive
particularly for drilling. Your suggestion seems to favor the most expensive
species at a seeding rate twice that recommended by the Soil Conservation
Service. We would prefer to maintain the seeding mixture proposed by the
Soil Conservation Service or a cost-effective compromise between your
recommendation and theirs. This item will need to be resolved in our conference.
