12. Please commit to use of 1 ton per acre certified weed free straw or hay mulch crimped into
the surface after seed application.
13.Your response indicates that the small drainage cutting through the south end of the permit
area will not be intercepted by excavation activities. However, the application maps, and your
representative on site during the pre-operational inspection indicated that the drainage would
be intercepted and is actually the location of the proposed Phase 1 sediment pond. Please
clarify this discrepancy.
14. Response adequate.
15. Response adequate.
16.See enclosed reclamation cost estimate that includes costs for mulch and weed control
applications. The estimate was calculated using a loader to transport waste rock, overburden
and topsoil from stockpiles to the pit for placement at reclamation (see explanation in no. 17
belowl. Please review this cost estimate carefully and notify DMG of any calculation errors.
This estimate may be revised prior to a decision on this application if your responses to the
remaining adequacy questions significantly change the mining or reclamation operations.
17,H and H Stone may need to contact the Army Corps of Engineers regarding possible discharge
of materials into the Waters of the U.S. because of the proposed location for the waste rock,
overburden and topsoil stockpiles, and the proposed operation of using a bulldozer to strip
these materials and push them across the small south drainage and into stockpiles at the south
end of the pit. Exhibit M may need to be modified to include a permit from the Corps of
Engineers unless H and H Stone modifies the mining and reclamation plans to locate the
stockpiles where the material would not have to cross a drainage, or modify these plans to
indicate that all material would be transported across the drainage in bucketed equipment, not
pushed across the drainage.
18.
