The reclamation plan indicates that the top 24 Inches of topsoil <br /> will be stripped from each phase area and stockpiled. Where will these <br /> topsoil stockpiles be located? Will they be next to the overburden <br /> stockpiles? In area where topsoil will not be put back for over one <br /> year after the topsoil is originally stockpiled, how rill topsoil stock- <br /> piled be protected from erosion and/or contamination? <br /> Reclamation Plan <br /> As Indicated In both the mining and reclamation plans, the final surface <br /> will be lowered approximately 22 feet below Its present level and the <br /> replaced soil will have a water table at 3 feet below the soil surface. <br /> This will result In a drastic change In the soil environment which may <br /> affect the success of certain types of vegetation. <br /> More specifically, the soil Is being changed from a well drained soli <br /> with a water table at 25 feet to an Aqule subgroup soil with a water table <br /> at 3 feet. This can affect the choice of vegetation because of salt con- <br /> centrations which the water table would bring near the surface and the <br /> difficulty of forming soils with high water tables. Under these circum- <br /> stances, the staff sees a better chance of vegetative success If the flat <br /> areas surrounding the pond are planted to salt-tolerant grasses such as <br /> Tall Wheatgrass and Inland Salt Grass with a pasture area created. On the <br /> 3:1 slopes taming Into the pit, the staff would prefer seeing Russian Wildrye <br /> planted as opposed to Western Wheatgrass, because the staff feels that <br /> Russian Wildrye would have a better chance of success on these drier slopes. <br /> It may be the case that the Soil Conservation Service seeding recommendation <br /> was based on the environment as it exists now and does not take into account <br /> of impacts of altering the environment. I would appreciate your comments <br /> on the revegetation plan proposed. The Division of Water Resources Is <br /> currently reviewing the water portions of your application and I may need <br /> to ask you further questions based on this review. <br /> I would like to arrange to meet with you sometime In August to Inspect this <br /> pit.
