• <br />Response: With respect to the installation of the strain gauges we have been <br />informed by Mr. Larry Gierhart, Manager of Gas Operations, for Public Service <br />Company of Colorado (PSCo) in Grand Junction in the enclosed letter dated 21 <br />October 1998 that it will be sufficient to install one strain gauge on each of the <br />two pipelines crossing this site. Installation of the strain gauges will be <br />accomplished by PSCo. The Applicant will dig the holes and purchase the strain <br />gauges recommended by PSCo. The location of these two strain gauges, placed <br />in the location directed by Public Service Company is shown on Map 3, Tellier <br />Gravel Pit -Mine Plan Map. Monitoring of the strain gauges will be conducted by <br />PSCo and they will report the data to the Applicant who will in turn sent this <br />information to the DMG. The frequency of monitoring will occur at the schedule <br />determined by PSCo. A threshold criterion for potential mitigative action was <br />requested from PSCo but not supplied and when we inquired about this matter <br />they said that this was unnecessary As outlined in the PSCo letter dated 21 <br />October 1998 the Applicant will commit to cooperate through the purchase of two <br />strain gauges recommended by PSCo and dig the holes to install these strain <br />gauges. All other aspects of the plan proposed above by the DMG and contained <br />in the letter mentioned above will be accomplished by the Applicant. <br />8. On Map # 3, the operator located a topsoil stockpile over the area to be mined <br />~~~ in 2007, 2008, and 2009. Rule 3.1.9(3) requires that topsoil stockpiles be <br />stored in places and configurations where disturbance by ongoing mining <br />operations will be minimized. Please inform the Division where the topsoil will <br />be stored during the last years of mining, and include the locations on Map <br /># 3. <br />Response: A revised discussion of the topsoil stockpile which will be used for <br />final reclamation and its location are addressed in the permit section dealing with <br />topsoil salvage. The location of the topsoil stockpile to be used for final <br />reclamation is shown on Map # 3 -Tellier Gravel Pit -Mine Plan Map. <br />9. On page 6 of the permit application, the operator states that it is anticipated <br />that between 6 and 12 inches of topsoil will be salvaged from the last 2-3 <br />years of mining blocks, and that this amount will be more than adequate to <br />reclaim the site. The operator commits to a topsoil replacement depth of <br />between 12" and 18" over the entire site. Please inform the Division how the <br />last 2~ years of mining will enable enough topsoil to be salvaged to reclaim <br />the entire site to a depth of 12" to 18".The operator needs to ensure that there <br />is enough topsoil on site for reclamation at all times during mining for <br />adequate reclamation or bond for importing topsoil. <br />Response: The mention of salvaging between 6 and 12 inches of topsoil on this <br />site was made in error and has been corrected in the text. The operator will <br />salvage and use for reclamation all available topsoil which occurs on this site and <br />7 <br />
