In order to alleviate the confusion of reading the small scale maps, which are
submitted in harmony with the regulations found in Rule 6.2(2), we are
submitting with this revision information larger scale maps at the scale of 1"
equals 100'. These larger scale maps should clarify the confusion identified by
the DMG. We have also added the appropriate contour line elevations to Map #
4, Tellier Gravel Pit -Reclamation Plan Map.
15. The operator stated that a reclamation cost estimate was not provided
because an independent estimate will be conducted by the Division. The
Division will need some additional information in order to calculate the
required bond amount. Please provide all information necessary to calculate
the cost of reclamation broken down into various major phases of
reclamation. For example, the equipment used for reclamation, the maximum
disturbed area at any given time, the volume of material to reclaim the pit and
road, the volume of topsoil to replace during each phase, and the haul
distance and slope in each phase. Wetland reclamation detail will also need
to be provided.
Response: The information requested by the Division relative to this matter is
found in the revised text of Revised Exhibit L.
~,-n 16. The operator did not provide a seed mix and application rate for the two
proposed wetlands. Please include this in the application package.
Response: The seed mixture and application rate which will be seeded on the
two wetland areas contained in the final reclamation plan are found in the text of
revised Exhibit E.
17. Will any fuel tanks be located on the site? If so, please state what spill
prevention measures will be used for fuel tanks. If fuel tanks are to be placed
inside an enclosure, the cost for demolition and disposal must be included.
~~ Response: As described in the approved Routt County Special Use Permit and
in Revised Exhibit D of the DMG Permit Application, there will be no permanent
fuel storage tanks located at this mine site. Equipment fueling and maintenance
needs will be supplied via the mobile fuel trucks owned by the operator. Since
only field equipment repairs will be made at this location, equipment needing
extensive repairs will be hauled on a semi tractor trailer to the Applicant's
enclosed maintenance shop.
RESPONSES TO THE COMMENTS CONTAINED IN THE ANDERSON LETTER.
Concern: Approval of this application forthe mining of construction materials
11
