• water functions of the permit area to a very limited extent. The <br />entire loadout is a minimum impact operation. <br />The ground water of the permit area will be protected by water quality <br />monitoring, Three monitor wells are used to monitor ground water in <br />the alluvial aquifer, <br />The quantity of water in the essential hydrologic functions of the <br />permit area will be maintained. The hydrologic balance of permitting <br />will be protected by the operation of a water rights augmentation plan <br />designed to preserve the flow regime in the conversion of the agri- <br />cultural water uses to an industrial use, <br />The surrounding operation of irrigated agriculture will not be <br />interrupted by the operation of the loadout facility. The irrigation <br />of the hay field just north of the loadout will continue as it has in <br />the past. The interruption of irrigation at the facility will only be <br />temporary as the reclamation plan returns the land to its former state <br />at the completion of the operation. <br />In summary, the essential hydrologic functions of the loadout facility <br />will be preserved. This will be accomplished by the minimal distur- <br />bance at the site, sediment control, complete hydrologic monitoring, <br />the operation of an augmentation plan, and no interruption to the <br />irrigation activities of surrounding areas. <br />4.6.2.4 Protection of Public Parks and Historic Places <br />The loadout area is not on any lands within the boundaries of the <br />National Park System, the National Wildlife Refuge System, the <br />National System of Trails, the National Wilderness Preservation <br />System, the Wild and Scenic Rivers System, including study rivers <br /> <br />4-143 <br />
