STATEMENT OF CERTIFICATION

i, David J. Brent, a Registered Engineer and Land Surveyor in the State of
Colorado, holding Certificate No. 13290, hereby certify that on June 10, 1981,
I performed an inspection and a survey of the above identified sedimentation
pond facility, and that with subsequent compilation of field survey
information have found said facility to be in general conformance with the
requirements of Section 4.05.9, Regulations of the Colorado Mined Land
Reclamation Board for Coal Mining.
