scales, shop, hazardous material storage (fuel, hydraulic fluid, antifreeze, etc.l, crusher, wash
plant, batch plant, etc.
Exhibit D -Mining Plan
6. Please provide operational details of all processing operations that are proposed for this site,
Including location, size, foundations required, etc.
7. Please provide a weed control plan that will be performed to prevent infestation of noxious
weeds at this site. '
8. It appears that the application maps indicate two places where Gurley Ditch crossings will be
required. The mine plan text indicates construction of one crossing. Please revise the
appropriate exhibit so the Mine Plan and Mine Plan Map are consistent.
9. Please indicate the nature of the stratum directly beneath the material to be mined.
10. Please indicate if the material will be mined with the excavation face maintained at the final
grade, or if a vertical excavation face that will require grade reduction at the completion of
each phase of mining.
11.The Colorado Division of Wildlife indicated that this area is severe winter range and a winter
concentration area for mule deer. Mule deer populations in Colorado are on the decline in
quality and quantity. Therefore, to minimize impacts to the mule deer population in the
proposed mining area, the Division recommends that the applicant move the Phase I access
road so it extends directly east from the excavation area, minimizing vehicular disturbance to
the south of Phase {, along the crest of Naturita Creek Canyon.
The application should also include commitments to crush material only between April 1 and
October 31 of each year and to limit the material hauling hours to the period from one half
hour after sunrise to one half hour before sunset during the winter months from November 1
to March 31 .
12.The soils information provided with the application indicates a minimum of 15 inches of
material over the gravel bed. Without documentation to the contrary, the Division will assume
that this much soil material exists on site and will require that a minimum of 12 inches be
replaced. It is recommended that all available soils be replaced on the areas to be reclaimed.
13. Please indicate how much disturbance will exist in Phase II just prior to initiation of final
reclamation of the last part of Phase I. Please include details such as the maximum highwall
height and length in each phase, pit floor area exposed, area affected by processinglfacilities
area, etc.
14.The application mentions that the size of the buffer zones will be evaluated during the course
of the operation. Please be aware that any adjustment to the size or location of the buffer
zones will require a revision to the permit, submitted in the form of a technical revision or
amendment.
