VIII. CONCLUSIONS
• • Reclamation of surface facilities within the Landslide Boundary (the Substation
pad, Shop Warehouse pad, Portal Bench and upper portion of the Access Road) will
require a special effort to ensure that the final post reclamation slopes remain
stable. To ensure a Stability Factor of Safety of 1.3 or more, the Dewatering
System which is to be installed during the initial stage oP construction in these
areas, must remain in operation after the site has been reclaimed. The retaining
walls on the downslope (or fill side) must be removed in order to return these areas
to their apprmcimate original contour (AOC). This work should be done very
carefully in order to prevent damage to the dewatering system. The retaining walls
on the upslope (or cut side) of the access road can be removed or left and buried in
place. These have little effect on final stability. However, the upslope (or cut
side) retaining walls in the vicinity of the Portal Bench and Portal Turnout should
be left in place since they have a tendency to increase localized stability of these
areas.
Any construction within the Landslide Boundary will require special consideration
and attention. For this reason, we believe the backfill and reclamation of theses
areas should be supervised by an experienced and qualified geotechnical or soils
engineer.
s ~ ~ a a ~ »

Denver, April 9, 1981
MERRICK do COMPANY
Dave Frazier, P.E.
Project Manager
Doug Most
Project Engineer
~,
15
