-2- <br />• Currently, spoil placement has been completed to approximately the <br />7,000-foot. level. The fill was placed by loose dumping material in 100-foot <br />lifts. After completion, lifts were graded to a 3:1 slope (horizontal to <br />vertical). Thirty-foot wide benches were constructed at 100-foot vertical <br />intervals, beginning with the 6700 level and ending at 6900. A site inspec- <br />tion conducted on May 10, 1981 shows the existing fill appears to be perform- <br />ing satisfactorily. There is some minor transverse linear cracking occur- <br />ring within the, topsoil at each bench level. In general, inspection indi- <br />cates the cracks have probably been created by a combination of creep in the <br />topsoil, settlement of the fill, and shrinkage cracking. <br />Surface drainage of Streeter Canyon has been directed into a channel on <br />the north side of the fill. Plans indicate that runoff from the fill will <br />. be directed to the channel and conducted to a sedimentation pond at the toe <br />of the spoil pile at an elevation of approximately 6600 feet. Water collected <br />by the siltation pond is decanted by an outlet conduit into Good Spring Creek. <br />PROPOSED CONSTRUCTION <br />We understand that Colowyo has requested a change in their permit to <br />allow fill to be placed to an elevation of 7300 feet. Plans were presented <br />on a drawing dated April 26, 1981, noted as "Design I". A reproduction of <br />portions of this drawing is presented on Fig. 2. As illustrated on Section <br />A-A (Fig. 3) fill above the 6900 level is to be placed at an overall slope <br />of 3:1 (horizontal to vertical). Surface drainage is to be handled either by <br />construction of benches or by use of a contour furrow system. <br />~, <br />J <br />
