DISCUSSION: <br />Applicable effluent limitations and monitoring requirements regarding active <br />mining outfalls are addressed in Part I.B.1(a) and I.B.3(a) respectively of <br />the general permit. <br />Total dissolved solids monitoring of the discharge shall not be performed. <br />Total phosphorus monitoring shall not be performed. See page 3 of the general <br />permit for more information. <br />The Permittee will be required co develop and implement a Storm Water <br />Management Plan (SWMP). Although some activities may already be in place, the <br />SWMP will require the Permittee to coordinate best management practices so the <br />result is a reduction or elimination of pollutants reaching state water from <br />areas not limited by effluent limitations. The Permittee will be required to <br />submit the SWMP co the Division for review within six months from the date <br />certification is issued. For specifics of [he Plan and additional <br />requirements, please reference the Part I.B.2 of the general permit. <br />No landfills or ore tailings are located adjacent to or near this facility. <br />Additionally, there are no drinking water intakes within 5 miles downs cream. <br />The pennitcee will roc be required to perform Goole Effluent Toxicity (WET) <br />testing pursuant to Section G.S.~(2)(a)(i)(A) of the Regulat~.ons for the State <br />Discharge Permit System 6.1.0 (5 ccr 1002-2) which exempts facilities <br />certified under the general permit. <br />VII. SPECIFIC INFORMATION OF CONCERN TO THE PERMITTEE: <br />The Permittee is encouraged to read the general rationale for an understanding <br />of how [he general permit was developed and co read Che permit itself to see <br />what requirements exist. Effluent limitations and monitoring requirements are <br />specified in Part I.B, and special nocif icacion requirements for effluent <br />violations are addressed in Parc II.A.3. <br />Based on the above information, Lucy Gloria Davis is certified co discharge <br />from the Rimrock Coal Mine under the general permit for coal mining <br />facilities, identified as Permit No. COG-850000.
