<br />August 24, 1988 <br />Page Three <br /> <br />(2) TRAFFIC STUDY: The applicant has completed a traffic <br />study wherein the applicant has identified, by physical <br />count, the generation of traffic as per the conduct of <br />the sand and gravel operation. All traffic to and <br />from the landfill uses Highway 25 and the access lanes <br />thereto. The traffic from the north comes from <br />Colorado Springs, and the traffic entering the landfill <br />from the south comes from Pueblo. The access roads <br />are used solely for purposes of entering the landfill <br />and returning to Highway 25. The traffic count as per <br />the traffic study is, in the opinion of the applicant, <br />and accurate statement as to what would be the maximum <br />amount of traffic to and from the site on a monthly <br />basis. The traffic consists of commercial trucks. <br />Given the fact that the access to and from the sand and <br />gravel operation is derived from Interstate Highway 25, <br />there is no indication that such traffic patterns will <br />result in any undue traffic congestion or traffic <br />hazards, given the existing access lanes to and from <br />Interstate Highway 25. <br />So i'ar as applicant is aware, all access issues previously <br />addressed by the State Highway Department have been fully <br />resolved. In that regard, I reference you to correspondence from <br />this office dated July 7, 1988, addressed to Mr. Brian Borge of <br />the Colorado State Highway Department providing the information <br />which he requested with respect to these issues. It is my <br />understanding that the access issues were resolved by that <br />writing, and I am unaware of any unresolved matters in that <br />regard. <br />Your office was also appraised of the interest of the United <br />Statcas Bureau of Land Management as per correspondence received <br />from Mr. Daniel Genard, acting Area Manager. Those issues have <br />also been resolved. First off, I would reference the boundary <br />survey which depicts the reservation of mineral rights owned by <br />the B.L.M. located in the south parcel. As the applicant does <br />not :intend to conduct any mining operations in that area, there <br />is no requirement of creating a contractual relationship with <br />B.L.NI. I reference you to my letteY dated July 1J, 1988, in <br />that regard. <br />
