Winter Monitorinx Exemption: The permitree asked for a camp-over of the monitoring exemption for pH, oil and grease and Jlow jot outjalls 004 and 008. This exemption allows monthly monitorirsg in lieu of x~eekly monitoring during the period from November through Februan' due to adverse weather conditions. The perntittee also asked that this exemption be extended to outjalls 005, 009 and 011 on the same basis. The eremption is granted, hox~ever mare specific language has been included in the permit to clarify that this exemption is onh' available where access x~ould be hazardous to personnel. This is consistent with monitoring exemptions granted to other permitrees and is the only basis under x~hich the Division believes x~e are justified in granting such an exemption. C. Reporting • 1. Discharge Monitoring Report: Seneca Coal Company must submit a Discharge Monitoring Report (DMR) on a auanerly basis to the Division. This report should contain the required summarization of the test results jot parameters shown in Tables V/-9 through VI-11 and Part I. B.1 of the permit. See the permit, Part /.E.1. jot details on such submission. 2. ~ecial Reports: Special reports are required in the evem oja spill, bypass, or other noncompliance.
