Also. we have attached a copy of <br />additional review comments received from iVlr. Weber on ~Iav l3, I999. Pleasz respond. <br />6.4.9 EXHIBIT I -SOILS INFOR~L-~TION <br />24. Pase 2 of the Introduction And Overview states "The site contains approximatzly 2-5+ feet <br />of topsoil and overburden ... "The applicant has commi[ted to reapplying 6- l2 inches of topsoil <br />in Exhibit E -Reclamation Plan. Based on the soil series information provided in Exhibit I, <br />please verify the volume of topsoil that will be available for salvase and use during reclamation. <br />The Division recommends you provide a weighted average topsoil depth for all acreage to bz <br />stripped to determine a total volume of salvageable topsoil and then compare with the volume of <br />topsoil needed during reclamation based on the number of acres to be covered with a topsoil <br />cover of 6-12". Please respond. <br />n.4.10 EtiHIBIT J -VEGETATION INFOR~L4TION <br />2~. Page 2 of Exhibit J -Vegetation Information states "It is anticipated that jurisdictional <br />wetlands exist on portions of Parcels B and C-],and potentially on other portions of some of the <br />other parcels where some mining or other disturbance is proposed. Where jurisdictional <br />wetlands are identified and mining or other disturbance is proposed that would impac[ identified <br />jurisdictional wetlands, no disturbance of these areas will occur until a Nationwide or other <br />appropriate 404 permit for removal and replacement of any identified jurisdictional wetlands has <br />been issued by the Corp of Engineers." Page l of Exhibit D -Minim Plan states "A formal <br />Wetlands Inventory and a Wetlands Mitigation Plan to remove and replace the probable <br />jurisdictional wetlands on the site is also being prepared." The Division reaffirms that prior to <br />any excavation, including slurry wall excavation, the applicant will be required to submit and <br />incorporate the wetlands inventory and wetlands mitigation plan into the mining and reclamation <br />plan. Futthzr, prior to any excavation at the site, the applicant will also be required to , <br />dzmonstrate a DNIG approved plan for reclamation of any replacement or new wetlands to be <br />created within the 349 acre permit area. The reclamation plan for the replacement or new <br />wetlands must include plans for establishment of wetlands and/or riparian veeetation and their <br />associated costs. <br />6.4.12 EtHIBIT L - RECLAiV(.4TI0~ COST <br />26.
