Topsoil replacement depths were <br />estimated to be 6 inches for rangeland reclamation areas previously <br />disturbed under Permit 75-36 (Mine Areas 2 and 3), 10 inches for <br />rangeland reclamation areas associated with Permit C-008-81, and 15 <br />inches for dryland pasture reclamation areas. The various categories of <br />soil replacement were shown on Exhibit 13-1b, Postmine Soil Replacement <br />Depths (see SMP No. C-008-81, Volume 10, Tab 13). <br />The fifth plan was submitted on February 29, 1988 in response to CMLRD's <br />January 14, 1988 and February 5, 1988 letters to Peabody pertaining to <br />Nucla Mine Permit (C-81-008) Renewal No. 1 and Nucla Mine Minor Revision <br />No. 7, respectively. The plan also satisfied the "first annual topsoil <br />balance requirement" as stipulated in Nucla Permit Revision No. 1. <br />Three significant modifications were incorporated into the February 29, <br />1988 topsoil balance. First, Mine Area 5 was omitted from the <br />life-of-mine operation. Second, Topsoil Stockpile 1 and most of the <br />disturbed land associated with Mine Area 4 was proposed to be excluded <br />• from the permit area and turned over to Montrose County per Technical <br />Revision No. 2 (pending). Lastly, topsail handling activities for Mine <br />Area 1 were expanded to include the tempoary by-pass road, topsoil <br />underlying Stockpile 5, and ahead-of-mine topsoil salvage between the <br />temporary by-pass road and proposed Topsoil Stockpile 13. <br />Two significant changes are incorporated into this July 1988 topsoil <br />balance. First, the topsoil salvage area for the farmer Topsoil <br />Stockpile No. 5 is included in the disturbed land category. Second, <br />topsoil handling activities for Mine Area 1 are expanded to include <br />topsoil underlying Topsoil Stockpile No. 13 and additional <br />ahead-of-mining topsoil salvage above the NE/SW highwall between Topsoil <br />Stockpile Nos. 8 and 13. Topsoil Stockpile No. 1 and Mining Area No. 4 <br />are still shown on Exhibit 9-3 and 13-1b until Montrose County completes <br />the landfill licensing procedures and Technical Revision No. 2 is <br />approved in its entirety (i.e., both change in land use and release of <br />liability are approved). For purposes of this topsoil balance, topsoil <br />requirements for Area No. 4 are included. Topsoil Stockpile (TS) No. 1 <br />is included in the topsoil stockpile volumes (Tables 9-3-1 and 9-3-2). <br />9-3-5 Revised 07/26/88 <br />
