~J <br />• <br />Revised 04/20/90 <br />Section 816.100 Continued. <br />As areas are brought back to approximate original contour, they will <br />be graded with motor graders prior to topsoil replacement. <br />Backfilling and grading are further discussed in Section 816.101- <br />816.106, and also in Section 780.18 as part of the total reclamation <br />plan for the permit area. <br />The unit costs for the final backfilling project as described above <br />are presented in 780.18 (b)(2). <br />Soil Reolacement and Revegetation <br />Soil will be removed prior to mining disturbance in accordance with <br />the timetable established on May 31, Kerr Mine Area Soil Removal and <br />Storage; salvaged topsoil and subsoil will be reapplied in accordance <br />with the timetable depicted on Map 32, Soil Replacement and <br />Revegetation. In the discussion that follows, the soil replacement <br />plan for the Marr Mine Area will be addressed first, followed by <br />consideration of the topsoil replacement plan for the Pit 1 Area and <br />concluding with topsoil replacement for the Kerr Tipple Area. <br />When the Marr Mine began operation in 1974 there were no regulations <br />requiring protection of topsoil. Consequently, no topsoil was <br />salvaged during the early period of mining. However, for the past <br />several years, pursuant to the terms of Kerr Coal's Permit No. 76- <br />13 issued by the Colorado Mined Land Reclamation Board, Kerr Coal has <br />implemented a topsoil removal plan at the Marr Mine Area calling for <br />removal, storage and ultimate replacement of eight inches of topsoil. <br />Consistent with this previously approved program, Kerr Coal expects <br />to be able to meet the six inch topsoil replacement commitment as set <br />forth in Sections 816.21-816.25 over the Marr Mine Area utilizing <br />topsoil previously stockpiled. <br />816-125 <br />
