<br />?he Applicant/Operator should outline and label existing disturbances, if any, within <br />and adjacent to tha permit boundary <e.g., previoualy mined areas, roads, or excavations <br />resulting from utility construction). If these previously disturbed areas are redis- <br />turbed in conjunction with the proposed mining operation, then they must be included in <br />the permit area and addressed in Application Exhibit D - Reclamation Plan. <br />APPLICATION E)C}IIBIT D - Reclamation Plan <br />The purpose of the reclamation plan is to describe the timing, procedures, criteria and <br />materials that will be used to reclaim the affected land to the proposed fukure land <br />use. This plan must be correlated to Application Exhibit C - Affected Lands Nap. 'Ihe <br />description of the reclamation plan must be adequate to satisfy the requirements of Rule <br />10 and demonstrate compliance with Rule 6. The local representative of the Soil Conser- <br />vation Service can provide you with recommendations for on-site reclamation which will <br />be adequate and accepted by the Division (see items 7(a) through 1(e), below). At a <br />minimum, you should include the following information: <br />1. Specify the thickness of overburden to be replaced and when the overburden will be <br />replaced in relation to ongoing extraction. Lie recommend that you consider backfilling <br />and establishing the final reclaimed grade on previously mined areas at least once per <br />year to the extent this is practical. If you backfill and reduce slopes as soon as <br />practicable, then you will generally be increasing the efficiency of the operation by <br />minimizing the handling of overburden, hastening reclamation and release of the financial <br />warranty back to you. <br />2. Specify the maximum gradient of reclaimed slopes (horizontal:vertical). Ye recommend <br />7:1 or gentler for puc7oses of stability and revegetation establish.-~ent. If you propose <br />steeper slopes you should include a justification that supports the proposed past-mining <br />land use and Cemonstrates compliance with the applicable performance standards of 3u Le 6. <br />3(a). Specify the thickness of topsoil to be replaced. Ge recommend using at least 12 <br />inches of topsoil material to enhance root penetration and hasten revegetation. <br />3(b). Specify when the site will be seeded--late fall or early spring. Note how the <br />seedbed rill be prepared to eliminate compacted conditions (e.g., plowed, chiseled, <br />disced). Note whether fertilizer will be utilized, and if it will, then note the type <br />of fertilizer, application rate and how it will be incor,~orated into the soil. <br />3(e). Specify the grass, forb, shrub and tree species to be planted and the applicable <br />quantities. Specify the quantity of each grass and forb species as pounds of pure live <br />seed per acre and the number of each species of shrubs and trees per acre. <br />3(d). Specify the application method for grass and forb seeding. If the seed is to be <br />broadcast, the application rate should be twice the rate required for seed drilling, and <br />the seed should be raked or harrowed after application. <br />3(e). Specify the kind of mulch to be used and rate of application. <br />823bv -9- <br />
