• SCC has two Petroleum Contaminated Material Stockpiles locations: as initial <br />stockpile area below the PECOCO impoundment, and another area adj aceat to the <br />Solid Waste Disposal area (as shown oa Exhibit 12-1, Operations Plaa). SCC <br />will use two petroleum contaminated material stockpiles. Oae area will be <br />used for landfarmiag the petroleum contaminated material (primarily soil) <br />while the second area will be used for final disDOSal. Za the HMWMD's <br />^Regulations Pertaining to Solifl Waste Sites and Facilities, Part 1^ (6CCR <br />1007-2) an exemption to obtaining a "certificate of Deaignation^ is granted <br />to mines Dermittefl by the CMLRH (see section 1.6.2). <br />9.19.111) HACKFILLING AND GRADING <br /> 9.19.111) Timing of Backfilling and Grading. The Seneca II Mine, according to the <br /> regulations, is considered an area strip mine. Rough backf illing and grading <br />• will be completed within 180 days following coal removal and will not be more <br /> than four spoil ridges behind the active pit. Please see Page 13-99 for <br /> further discussion of this topic. Home minor areas approximately 100 feet <br /> each side of the haul road ranq~s may be delayed to allow grading to occur <br /> with the reclamation of the ramp. This will allow the blending of the spoil <br /> to a landform compatible to the approximate original contours Isee Exhibit <br /> 12-9). The backf illing and grading schedule (along with topsoil variance <br /> areas) are shown on Exhibit 13-2, Sackf illing and Grading Scheflule, and <br /> further described in Tab 13. Haulage and road access that will be retained <br /> as Dermanent roads will be final graflefl and reclaimed is 2005. The <br /> office/ahoD facilities area will not be final graded anfl reclaimed until <br /> 2012. The Petroleum Contaminated Material Stockpile and the sol ifl waste <br /> disposal area are also scheduled for final grafting anfl reclamation is 2012. <br /> These two areas serve ae material disposal eitea for ongoing shop maintenance <br /> operations. The schedule for reclaiming these facilities is dependent uDOn <br /> the completion of all final reclamation activities at the Seneca II-W and <br /> Yoast Mines. They need to remain operational until all of 3CC's heavy <br /> equipment has been removed and there are no longer any mine management or <br /> vehicle maiateaance activities. <br />4.14.112) Method of Backfilling and Gradin g. All areas within the five-year permit <br /> application to be disturbed by surface coal mining operations will be <br />• returned to approximate original contour as shown on Exhibit 12-9, Poatmining <br /> Contour Map.
