PROJECT PLANNING HISTORY AND OVERVIEW_ <br />• Castle Concrete Company operates a sand mine called the Sand Pit <br />under permit #77-213. The pit is located near the junction of Academy <br />Boulevard and Drennan Road. In the vicinity of the Sand Pit is Daniel's <br />Sand Fit #2 operated by Daniel's Sand Company, a subsidiary of Transit <br />Mir. All three companies are controlled by the same parent corporation, <br />Continental Materials Corporation whose headquarters are in Chicago, <br />Illinois. <br />Running through or adjacent to the two operations is the Johnson <br />Ditch, an irrigation ditch owned by the Fountain Mutual Ditch Company. <br />The ditch, because of its location, causes a problem with the logisitcs <br />of mining some areas, locking up well over one million tons of <br />marketable sand. The ditch crosses Academy Boulevard via an overhead <br />pipe. The pipe supports present a traffic hazard. In fact, accidents <br />• have claimed the lives of at least three people due to collisions with <br />the concrete supports in the middle of the roadway. <br />In 1982, Mike Stanton of the Colorado 6i vision of Mined Land <br />Reclamation suggested that the ditch might be moved to another route as <br />it would greatly improve the reclamation potential of the area. <br />Ironically, at that same time Castle Concrete personnel, consultants, <br />and legal counsel were thinking the same thing. After Mr. 5tanton's <br />suggestion, the ditch change project was elevated to more than just a <br />"good idea, someday" status. <br />Preliminary engineering design revealed the change had many pluses <br />as well as a few notable problems, but on the whole, the project <br />appeared to be technically and economically feasible, especially when <br />• the long-term property value increases were incorporated into the cast <br />balance calculations. <br />PAGE 1 OF ~ - INTRODUCTION <br />
