Since the sightings and sign of activity were observed only in the ledges located to the south, near the <br />White River and on the west borders of the proposed coal mine, public access roads into the <br />pinyon-juniper habitat of this ledge dominated landscape will be kept to a minimum. <br />Mule Deer -This prime species is a winter migrant into the projected area of impact, but there are also <br />summer residents scattered in the pinyon juniper and concentrated in the riparian communities. During <br />spring, summer and fall daylight hours, the mule deer.spend most of their time in the pinyon-juniper and <br />riparian communities where security cover is good, but during twilight and nocturnal hours they utilize <br />sagebrush and grass communities for feeding. In winter they also feed during the day. Construction <br />and operation of the mine will not appreciably impact the deer herd if winter harassment and road kills <br />can be controlled. Company vehicles of all kinds (including snowmobiles) will be restricted to use of <br />established roads only. A speed limit of 30 mph will be posted and strictly enforced for the haul and <br />access roads <br />Pronghorn -Pronghorn are primarily located only on the northern and eastern boundaries of the <br />proposed coal mine, waste disposal and Utah side of the coal transportation route. They prefer the <br />grass and sagebrush or mixed desert shrub habitats. Increased human activity is a concern on all sites, <br />but most concern is for the waste disposal site and coal conveyor. Company vehicles of all kinds, <br />including snowmobiles, will be prohibited from off road use. A speed limit of 30 mph will he established <br />and strictly enforced for the haul and access roads. <br />Placement of the disposal site is also a major concern. This site lies directly on a natural route between <br />the pronghorn habitat to the north and a permanent water source at Cactus Reservoir to the southeast. <br />It is thought that utilization of the disposal site in only necessary increments and simultaneously <br />reclaiming it will facilitate the continued use of the access route by pronghorn. <br />IV.N Cultural and Historic Resources Mitigation Plan <br />Pursuant to OSM stipulation No. 4 and CMLR (now DMG) stipulation No. 31, Blue Mountain Energy <br />commits to a mitigation plan for those cultural resource sites examined for eligibility for the National <br />Register of Historic Places by the Colorado State Historic Preservation Office. The mitigation plan is <br />outlined below. <br />A.
